Operations Manual for Public Entity Risk Pools
This 1997 manual is a basic primer on public entity risk pools that provides information and guidance to anyone interested in pooling. It includes an introduction to public entity risk pooling, highlights advantages to public entities in joining a pool and outlines typical goals and objectives for pools.


The manual provides operational guidance for pool governing and staff members based upon the Advisory Standards for Public Entity Risk and Employee Benefits Pools. The Advisory Standards are the foundation for the AGRiP Recognition Program. Chapters in the manual address the ten Advisory Standards categories of Government Regulations, Governing Documents, Staff and Service Providers, Member Services, Coverages, Funding, Financial Management, Claims Management, Professional Development and Organizational Planning.

As a further aid to pool operations, the Appendix to the manual includes samples of claim handling standards, a claims policy statement, litigation management policy and guidelines and guidelines for activating a catastrophic claims team, among others.

Glossary of Pooling Terms
This Glossary of Terms is a compilation of over 100 terms commonly used in the pooling/insurance industry. It was compiled by AGRiP from works originally provided by Dan Klaff, Chief Executive Officer of the Association of California Water Agencies/JPIA and from a basic guide to facultative and treaty reinsurance provided by Craig Smiddy of Munich American Risks Partners. AGRiP welcomes suggestions for changes to any terms and suggestions for terms to be added to this glossary.
